On July 9, Consul General Tang Rui was invited to attend the Memorandum of Understanding signing ceremony between the University of Liverpool and Xi'an Jiaotong University. The ceremony was attended by Professor Tim Jones, Vice-Chancellor of University of Liverpool, Counsellor Liang Yan, Professor Hong Jun, Vice President of Xi'an Jiaotong University, Academician Tao Wenquan, and Professor Xi Youmin, Executive President of Xi'an Jiaotong-Liverpool University.

Consul General Tang addressed that the cooperation between the two universities is an epitome of mutually beneficial cooperation in the field of education between China and the UK. He noted that Xi'an Jiaotong-Liverpool University, jointly established by the two institutions, is a leading model for Chinese-foreign cooperation in running schools. He expressed hope that the two universities would take this signing as an opportunity to continue innovating cooperation models, deepen their collaboration, and contributing to the stable development of China-UK relations.

Vice-Chancellor Jones and Vice President Hong Jun stated that the two universities have close ties. They expressed hope to use this cooperation agreement as a starting point to promote cooperation in new areas and strengthen practical cooperation in joint PhD programs, academic research, and other aspects. Executive President Xi Youmin emphasized that the development of Xi'an Jiaotong-Liverpool University is the result of joint efforts by both universities. He looked forward to all parties continuing to work together to implement new initiatives and achieve new progress.
